各區(qū)(縣、市)科技局、開發(fā)區(qū)(園區(qū))科技管理部門,各高校、科研院所,各有關單位:
為進一步推動我市科技創(chuàng)新開放合作,加快建設全域高水平創(chuàng)新型城市,根據(jù)《寧波市“科創(chuàng)甬江2035”重點研發(fā)計劃管理辦法》(甬科高〔2023〕73號)和《寧波市科技人才引育和國際科技合作項目支持管理辦法(暫行)》(甬科外〔2022〕91號),經(jīng)研究,決定啟動2025年度“科創(chuàng)甬江2035”重點研發(fā)計劃國際科技合作項目的組織申報工作。有關事項通知如下:
一、項目征集范圍
專題一:中東歐國家創(chuàng)新合作專項
研究目標:支持我市高校、科研院所、科技型企業(yè)等各類創(chuàng)新主體與中東歐各國高水平大學、科研院所、科技型企業(yè)或組織等開展聯(lián)合研究,進一步加強科技領域學術和技術合作,促進共贏發(fā)展。
支持領域:新材料、人工智能與大數(shù)據(jù)、高端裝備、新能源、生命健康、新型農(nóng)業(yè)。
合作國別:中東歐國家(塞爾維亞、匈牙利、波蘭、斯洛文尼亞、斯洛伐克、希臘、克羅地亞、阿爾巴尼亞、波黑、保加利亞、黑山、北馬其頓、捷克、羅馬尼亞)
項目類別:包括基礎研究類和應用研究類兩類項目。基礎研究類項目指通過實驗性或理論性研究,解決重大科學問題,形成重大原創(chuàng)性成果,有望實現(xiàn)“從0到1”原創(chuàng)突破的項目;應用研究類項目指有望形成示范應用的技術原型,其成果可在較短期間內(nèi)取得工業(yè)技術突破,有望催生一批先導產(chǎn)業(yè)的項目。
支持額度:基礎研究類項目每項資助金額不超過50萬元;應用研究類項目每項資助金額不超過80萬元。
專題二:青年協(xié)同創(chuàng)新專項
研究目標:支持依托我市高校、科研院所、科技型企業(yè)等各類創(chuàng)新主體的青年科學家與國(境)外青年科學家開展科研工作,促進我市與各國(地區(qū))建立長期科技交流與合作關系。
支持領域:新材料、人工智能與大數(shù)據(jù)、高端裝備、新能源、生命健康。
合作國別:不限。
項目類別:包括基礎研究類和應用研究類兩類項目(類型定義同專題一)。
支持額度:基礎研究類項目每項資助金額不超過50萬元;應用研究類項目每項資助金額不超過80萬元。
申報主體要求:我市牽頭申報單位的項目負責人及外方合作單位的項目負責人均應為40周歲以下,即1985年1月1日(含)后出生(女性可放寬至1983年1月1日(含)后出生)。
專題三:重大成果轉化應用專項
研究目標:圍繞我市優(yōu)勢產(chǎn)業(yè)和重點產(chǎn)業(yè)鏈需求,開展有望實現(xiàn)重大技術突破,提升自主創(chuàng)新能力和核心競爭力,可有效擴大經(jīng)濟產(chǎn)出、提升經(jīng)濟社會效益的項目。
支持領域:新材料、人工智能與大數(shù)據(jù)、高端裝備、新能源、生命健康。
合作國別:不限。
項目類別:試驗發(fā)展類。試驗發(fā)展類項目指圍繞我市科創(chuàng)及產(chǎn)業(yè)發(fā)展需求,支持具有國際領先水平,有望實現(xiàn)重大技術突破,提升自主創(chuàng)新能力和核心競爭力,可擴大經(jīng)濟產(chǎn)出,能帶動經(jīng)濟社會效益提升的項目。
支持額度:每項資助金額不超過200萬元。
申報主體要求:牽頭申報單位應為我市科技型企業(yè)。
二、申報總體要求
(一)關于項目方向。申報項目應符合我市科創(chuàng)重點發(fā)展領域和產(chǎn)業(yè)發(fā)展方向,具備良好的國際合作基礎和合作條件,有明確的合作模式,項目內(nèi)容具體,方案合理可行,技術指標明確可考核。通過項目的實施能有效解決“卡脖子”技術問題,或能與產(chǎn)業(yè)應用需求緊密結合,對形成相關知識產(chǎn)權或技術標準的,予以重點支持。項目執(zhí)行期一般不超過三年。
(二)關于合作協(xié)議。中外合作雙方應具有良好國際合作基礎,具備有效的合作協(xié)議。協(xié)議應以中文或外文簽署,如使用外文簽署,須提供有效中文翻譯件(翻譯機構或人員需具有翻譯資質)。
合作協(xié)議簽署具體要求:1.協(xié)議內(nèi)容應明確合作期限、任務、各方分工與投入、科研支撐條件、知識產(chǎn)權分配情況、協(xié)議簽署日期等信息;2.協(xié)議應記載雙方簽字人的姓名、單位、部門、職務等身份信息(如協(xié)議文本未完整記載,可另附書面說明及佐證材料);3.協(xié)議約定的合作內(nèi)容應與申報項目的研究內(nèi)容相符;4.協(xié)議文本和相關說明材料均須加蓋申報單位公章。
(三)關于科研誠信。申報單位對合作協(xié)議和相關申報材料的真實性負責,應提供相關承諾說明,不得夸大自身實力及經(jīng)濟和技術指標。通過惡意夸大獲得項目立項的,一經(jīng)發(fā)現(xiàn)確認后將被列入科研誠信黑名單。項目申報單位、合作單位以及項目團隊成員誠信狀況良好,在市級財政專項資金審計、檢查過程中無重大違規(guī)行為,無在懲戒執(zhí)行期內(nèi)的科研嚴重失信行為記錄和相關社會領域失信記錄。
(四)關于負面清單。項目不支持基本建設、純設備采購項目,不支持政策和管理等軟科學研究項目,不支持成熟技術、產(chǎn)品開發(fā)或市場推廣項目。
三、申報具體條件
(一)項目申報單位及合作單位基本要求
申報單位應為項目牽頭單位,具體負責本項目的組織實施和資金管理。
1.申報單位應為在我市注冊的具有獨立法人資格的創(chuàng)新主體,具備較強科研能力和研發(fā)條件,具有良好國際合作基礎,有健全的科研、財務和知識產(chǎn)權等管理制度,整體運行規(guī)范。
2.申報單位為企業(yè)的,應具備市級企業(yè)技術研發(fā)中心、重點實驗室等市級及以上研發(fā)機構資質,且與外方合作單位無股權關聯(lián)關系。
3.申報單位應與外方合作單位已產(chǎn)生項目研發(fā)經(jīng)費及國際科技合作交流經(jīng)費,相關經(jīng)費應發(fā)生在2025年7月1日之前,并需提供與該項目的相關性證明。
4.外方合作單位須為國(境)外機構(不應為個人或團隊),應具有較強技術實力或較高科研水平,具備對華合作意愿和能力。外方合作伙伴可以憑技術、資金、信息資料、先進設備、專有資源等投入的方式參與合作。
5.同等條件下對依托省級及以上國際科技合作平臺載體開展的項目予以重點支持。
(二)項目負責人及核心成員基本要求
1.項目組排名首位的為項目負責人,原則上應為項目承擔單位的在職人員,在相關技術領域有較高學術地位或技術優(yōu)勢,應為項目主體研究思路的提出者和實際主持研究的科技人員,具備完成項目所需要的組織管理和協(xié)調(diào)能力。
2.項目組中方排名前三的成員應提供與項目承擔單位(申報單位、合作單位)簽訂的勞動合同。來自高校院所的項目組中方前三成員,如存在雙聘情形,可由高校院所出具聘任協(xié)議或證明。勞動合同或聘任協(xié)議期限(含續(xù)簽)原則上應覆蓋項目執(zhí)行期。
3.每家外方合作單位至少有1名人員參與項目組研發(fā)工作。
4.項目組中方排名前三的成員,其承擔的市級科技計劃在研項目和當年申報項目累計不應超過兩項;如中方前三成員有中途退出原在研市科技計劃項目情形的,則在原項目未提交驗收申請并審核通過前,不得作為本批申報項目的前三成員;項目中方前3名成員存在承擔市科技計劃項目任務書期滿,未按規(guī)定提請驗收申請,或雖提請驗收申請但未提交完整驗收資料,審核不通過的,不得申報。
四、項目申報流程
(一)系統(tǒng)申報。各申報單位應按要求登錄“寧波科技大腦”(https://stbrain.kjj.ningbo.gov.cn)進行系統(tǒng)申報。經(jīng)“法人登錄”入口,使用政務服務網(wǎng)法人賬號登錄系統(tǒng),進入“辦事大廳”,選擇“國際科技合作”欄目進行填報,請注意,每個申報主體僅能選擇3個專題之一開展本批次項目申報,并應選擇相應的項目類別(基礎研究、應用研究或試驗發(fā)展類)。申報單位應按填報要求上傳PDF格式的有關附件材料,過程中產(chǎn)生的紙質材料自行留存?zhèn)洳椤I陥笙到y(tǒng)開放時間為8月8日9:00至9月5日17:00,請在截止時間前留有線上提交時間余量,盡量避免臨近截止時間提交。
(二)歸口推薦。歸口管理單位對項目申報材料的真實性、完整性進行審核,應于9月10日17:00前通過“寧波科技大腦”系統(tǒng)確認推薦提交項目,并將加蓋歸口管理單位公章的推薦函掃描后,由浙政釘提交市科技局科技人才處。紙質材料自行留存?zhèn)洳椤?/p>
(三)形式審查。市科技局組織對申報材料的完整性、有效性進行形式審核,對符合申報通知要求的予以受理,對不符合申報通知要求的作退回處理。
(四)專家評審。市科技局組織相關領域專家進行項目評審,必要時進行實地核查。根據(jù)專家評審意見、實地核查情況,結合我市科技創(chuàng)新和產(chǎn)業(yè)發(fā)展特點與目標,研究確定擬立項項目和具體資助額度。
(五)社會公示。經(jīng)向社會公示7天無異議后予以發(fā)文立項。
(六)簽訂合同。申報單位根據(jù)立項文件明確的財政補助金額,在規(guī)定期限內(nèi)與市科技局、歸口管理單位簽訂三方合同任務書。逾期不簽訂合同任務書的,取消立項資格。
五、其他說明
(一)鼓勵企業(yè)、高校院所、歸口管理單位、社會資本等共同投入、協(xié)同攻關,聯(lián)合出資、聯(lián)動投入情況作為評審立項的重要因素。
(二)對于由企業(yè)牽頭申報或有企業(yè)參與的項目,資助金額不超過核定項目總預算的1/3,如立項補助經(jīng)費低于申請經(jīng)費的,原則上不得降低項目總預算,經(jīng)費不足部分由企業(yè)自籌解決,實施過程中自籌經(jīng)費不得調(diào)減;對于僅由國有性質的高校、科研院所和其它事業(yè)單位承擔的項目,資助金額不超過核定項目總預算。財政資金撥付給牽頭單位后,牽頭單位合計外撥至合作單位的金額占比不得超過50%。
(三)申報單位如需向國(境)外合作方撥付資金,應使用項目單位自有資金。項目相關經(jīng)費管理,應按《寧波市科技發(fā)展專項資金管理辦法(修訂)》(甬科資〔2022〕36號)執(zhí)行。

Notice on the Application for 2025 International Sci-tech Cooperation Projects under the “Innovation Yongjiang 2035” Key R&D Programme
To further promote open cooperation in science and technology innovation in Ningbo and accelerate the construction of a high-level innovative city across the region, in accordance with the ‘Management Measures for the Key Research and Development Programme of Ningbo’s “Science and Technology Innovation Yongjiang 2035” Plan’ (Yong Ke Gao [2023] No. 73) and the ‘Interim Measures for the Support and Management of Science and Technology Talent Cultivation and International Science and Technology Cooperation Projects in Ningbo (Yong Ke Wai [2022] No. 91), the application process for 2025 International Sci-tech Cooperation Projects under the “Innovation Yongjiang 2035” Key R&D Programme is hereby initiated. The particulars of this announcement are delineated as follows:
I. Scope of Topics
Topic 1. Special Programme for Innovation Cooperation with Central and Eastern European Countries
Research Objectives: Support various innovation entities in Ningbo, including universities, research institutes, and technology-based enterprises, to engage in joint research with high-level universities, research institutes, technology-based enterprises, or organisations in Central and Eastern European countries. This initiative aims to further strengthen academic and technical cooperation in the field of science and technology, promoting mutually beneficial development.
Supporting Areas: New materials, artificial intelligence and big data, high-end equipment, new energy, life sciences and health, and modern agriculture.
Collaborating Countries: Central and Eastern European Countries (Serbia, Hungary, Poland, Slovenia, Slovakia, Greece, Croatia, Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, North Macedonia, Czech Republic, Romania)
Project Categories: basic research projects and applied research projects. Basic research projects involve experimental or theoretical research aimed at addressing major scientific questions, generating significant original findings, and achieving breakthroughs from ‘0 to 1.’ Applied research projects aim to develop technical prototypes with demonstration applications, whose outcomes can achieve industrial technological breakthroughs within a relatively short period and are expected to foster the emergence of a new generation of leading industries.
Funding Amount: Up to 500,000 RMB per project for basic research projects; up to 800,000 RMB per project for applied research projects.
Topic 2. Special Programme for Youth Collaborative Innovation
Research Objectives: To support young scholars affiliated with universities, research institutes, technology-based enterprises, and other innovation entities in Ningbo to conduct research in collaboration with young scholars from other countries (regions), thereby promoting the establishment of long-term scientific and technological exchange and cooperation relationships between Ningbo and other countries (regions).
Supporting Areas: New materials, artificial intelligence and big data, high-end equipment, new energy, and life sciences and health.
Collaborating Countries: No restrictions.
Project Categories: basic research projects and applied research projects (project types defined as in Topic 1).
Funding Amount: Up to 500,000 RMB per project for basic research projects; up to 800,000 RMB per project for applied research projects.
Eligibility: The both principal investigators of the leading organisation in Ningbo and the overseas collaborating organisations must be under 40 years old, i.e., born on or after 1 January 1985 (for females, can be born on or after January 1, 1983).
Topic 3: Special Programme for Transformation and Application of Major Achievements
Research Objectives: Focusing on the needs of advantageous industries and key industrial chains in Ningbo, it aims to support projects that have the potential to achieve major technological breakthroughs, to enhance independent innovation capabilities and core competitiveness, and to effectively expand economic output and improve economic and social benefits.
Supporting Areas: New materials, artificial intelligence and big data, high-end equipment, new energy, and life sciences and health.
Collaborating Countries: No restrictions.
Project Categories: Experimental Development Projects. Experimental development projects refer to initiatives that address the innovation and industrial development needs of Ningbo, support projects with internationally leading standards, have the potential to achieve major technological breakthroughs, enhance independent innovation capabilities and core competitiveness, expand economic output, and drive improvements in economic and social benefits.
Funding Amount: Up to 2 million RMB per project.
Eligibility: The leading organisation must be a science and technology-based enterprise registered in Ningbo.
II. General Requirements
(1) Project Direction. Projects submitted for application should be in line with the key development areas and industrial development directions of Ningbo's science and technology innovation, have a solid foundation and conditions for international cooperation, have a clear cooperation model, specific project content, a reasonable and feasible plan, and clear and assessable technical indicators. Priority support will be given to projects that can effectively solve ‘bottleneck’ technical issues through implementation, or that are closely integrated with industrial application needs, and that can form relevant intellectual property rights or technical standards. The project implementation period shall generally not exceed 3 years.
(2) Cooperation Agreement. Both Chinese and overseas parties to the cooperation should have a solid foundation for international cooperation and possess a valid cooperation agreement. The agreement should be signed in Chinese or a foreign language. If signed in a foreign language, an official Chinese translation must be provided (the translation agency or individual must possess the necessary translation qualifications).
Specific requirements for signing the cooperation agreement: 1. The agreement should clearly stipulate the cooperation period, tasks, responsibilities and contributions of each party, research support conditions, intellectual property rights sharing, and the date of signing; 2. The agreement should record the names, organisations, departments, and positions of the signatories from both parties (if the agreement does not fully record this information, a separate written explanation and supporting materials should be provided); 3. The cooperation content stipulated in the agreement should align with the research content of the project; 4. Both the agreement and related explanatory materials must be stamped with the official seal of the applicant unit.
(3) Research Integrity. The applicant unit is responsible for the authenticity of the cooperation agreement and related application materials, and should provide relevant commitment statements. It must not exaggerate its own capabilities or economic and technical indicators. Any entity that obtains project approval through malicious exaggeration will be included in the research integrity blacklist once verified. The project applicant, collaborating entities, and project team members must have good track records and integrity status. They must have no major violations during the audit and inspection of municipal special financial funds, no records of severe research integrity violations under penalty enforcement periods, and no related social integrity violation records.
(4) Negative List. The project does not support infrastructure construction, pure equipment procurement projects, policy and management soft science research projects, or mature technology, product development, or market promotion projects.
III. Specific Conditions
(1) Basic Requirements for Project Applicant Units and Collaborating Organizations
The applicant units shall serve as the leading organisations for the projects, responsible for implementation and financial management of the funded projects.
1. The applicant units must be innovative entities registered in Ningbo with independent legal entity status, possessing strong research and development capabilities and facilities, a solid foundation for international cooperation, and sound management systems for research, finance, and intellectual property rights, ensuring overall operational compliance.
2. If the applicant unit is a company, it must possess qualifications for municipal-level or higher research institutions such as municipal-level enterprise technology research and development centres or key laboratories, and must have no equity-related relationships with the overseas collaborating entity.
3. The applicant units must have already incurred project R&D expenses and international science and technology cooperation and exchange expenses with the overseas collaborating entity. Such expenses must have been incurred prior to 1 July 2025, and proof of their relevance to the project must be provided.
4. The overseas partner must be an overseas institution (not an individual or team), possess strong technical capabilities or advanced research levels, and have the willingness and capacity to collaborate with their Chinese counterparts. Overseas partners may contribute to the collaboration through technical expertise, funding, information resources, advanced equipment, or proprietary resources.
5. Projects based on international science and technology cooperation platforms of provincial level or above will be given priority under equal conditions.
(2) Basic Requirements for the Principal Investigator and Core Members
1. The principal investigator is the first-ranked member of the project team and should, in principle, be an employee of the institution responsible for undertaking the project. They should hold a high academic status or possess technical advantages in the relevant fields, be the proposer of the project’s core research approach, and serve as the core researcher responsible for leading the project. They must possess the organisational management and coordination capabilities necessary to complete the project.
2. The top three members of domestic based project team must provide employment contracts signed with the project undertaking entities (applicant entity, collaborating entity). For the top three domestic based project members from universities or research institutions, if there is a dual appointment situation, the university or research institution may provide an appointment agreement or proof. The term of the employment contract or appointment agreement (including renewals) should generally cover the project implementation period.
3. Each overseas collaborating institution must have at least one person participating in the project team's research and development work.
4. For the top three members of the domestic based project team, the total number of municipal-level ongoing projects and projects applied for in the same year should not exceed two. If any of the top three members from the domestic based team withdraws from an ongoing municipal science and technology project, they cannot be included as one of the top three members for this round’s application until the original project has passed the review and been accepted. If any of the top three members from the domestic team has reached the end of the task period for a municipal science and technology project without applying for project acceptance in accordance with regulations, or if the acceptance application was submitted but the required documents were incomplete or the review was unsuccessful, they are not eligible to submit a new application.
IV. Application Procedure
1. Application. The online application portal is open between 9:00, 8th August to 17:00, 5th September. Please ensure sufficient time for online submission before the deadline and avoid submitting applications close to the deadline.
Please note that each applicant may only select one of the three topics for this round applications and must choose the corresponding project category (basic research, applied research, or experimental development). Applicants must upload relevant supporting documents in PDF format according to the submission requirements. Any paper documents generated during the process should be retained for future reference.
2. Centralised Recommendation. The centralised management unit shall review the authenticity and completeness of the project application materials and confirm the recommended projects through the application portal by 17:00, 10th September. The recommendation letter stamped with the official seal of the centralised management unit shall be scanned and submitted to the Science and Technology Talent Division of the Ningbo Science and Technology Bureau via DingTalkGov. Paper materials shall be retained for future reference.
3. Format Review. The Ningbo Science and Technology Bureau will scrutinize the completeness and validity of the application materials. Applications meeting the stipulated requirements of the Notice will be accepted, while those falling short will be declined.
4. Expert Evaluation. A panel of experts in relevant fields, organized by the Ningbo Science and Technology Bureau, will undertake the evaluation of proposed projects. Approval and funding allocations for each project will be determined based on expert evaluations, while taking into consideration Ningbo’s distinctive features/objectives of sci-tech innovation and industrial development.
5. Public Announcement. After a public announcement period of seven days with no objections, the project will be officially approved.
6. Contract Signing. The applicant shall sign a tripartite contract with the Ningbo Science and Technology Bureau and the centralised management unit within the specified time limit based on the amount of awarded funding in the project approval document. Failure to sign the contract within the specified time limit will result in cancellation of the project approval.
V. Other Information
(1) Joint investment from enterprises, universities and research institutes, centralised management unit, social capital, and other entities is encouraged as well as collaboration on research and development. Joint investment and coordinated funding will be considered an important factor in the review and approval of projects.
(2) For projects led by enterprises or involving enterprise participation, the funding amount shall not exceed one-third of the approved project budget. If the approved funding is lower than the applied amount, the project budget shall generally not be reduced, and any funding shortfall must be covered by the enterprise through self-raised funding. During implementation, self-raised funding shall not be reduced. For projects solely undertaken by state-owned universities, research institutions, and other public institutions, the funding amount shall not exceed the approved project budget. The government funding transferred by the leading organisation to collaborating units shall not exceed 50%.
(3) When the applicant necessitates the allocation of funds to overseas partners, they are required to deploy their own resources for this specific purpose. The management of funds associated with the project must comply with the stipulations outlined in Measures for the Management of Special Funds for Sci-tech Development in Ningbo (Revised Version) (Ningbo Sci-tech Funds [2022] No. 36).
